I. Introduction <br />City staff has requested this report to determine the feasibility of constructing samtary sewer <br />improvements for the Orono Orchard area, as shown on Figure 1. A portion of the neighborhood <br />is located within shoreland making it difficult for some property owners to meet the 3 foot separauon <br />between the seasonal water table and their sepUc system. Alternate septic sites are not avaUable on <br />some properties due to lot size and existing topography. <br />The City of Orono conducted a study in 1994 to determine if there were neighborhoods in Orono <br />which should be provided with municipal sewer rather than have the neighborhoods upgrade their <br />existing septic systems. Based on the results of that study, the City of Orono requested approval ftom <br />the Metropolitan CouncU to extend sewer to ten Orono neighborhoods. The Orono Orchard area was <br />one of the ten neighborhoods recently included in the Metropolitan Urban Service Area (MUSA) <br />boundary expansion. <br />The proximity to shoreland, lot size and topography are the primary factors suggesting mumcipal <br />sewer service is preferable to long term septic system usage. It is estimated that 35% of the existing <br />septic systems in the Orono Orchard neighborhood are either faiUng or non-conforming. <br />This past summer the City completed sewer projects to serve four of the ten neighborhoods. Orono <br />Orchard is the next area on the City ’s priority list for sanitary sewer. <br />This report describes the sanitary improvements required to compietely serve the Orono Orchard <br />neighborhood. The proposed sanitary sewer improvements ate presented on Figure 2. Figure 3 <br />shows a design option to serve a portion of Lyman Avenue. The costs of the proposed improvements <br />are presented in the appendices and a cost summary is presented in the Cost Analysis section. <br />Orono Orchard Sanitary Sewer Improvements
