Gappa <br />Title Director of Public Services <br />Administrator Reviewed:Agenda Section: <br />Engineer's Report <br />Item Description: Assessment Hearing for Navarre Water Treatment Plant Rehabilitation <br />Assessment Hearing <br />Council to conduct the assessment hearing for this project. The proposed assessment is $350 per <br />residential unit, with commercial properties paying $350 per sewer unit up to a maximum of five <br />units. The project contains a total of 830 units for a total assessment of $290,500. Written or oral <br />objections to the assessment are considered at the hearing. I have only received several phone calls <br />with questions about the proposed assessment, and no indication from these owners that they <br />intend to object to the assessment. No written objections have been received at this time. <br />No appeal, to the assessment, may be taken unless a signed written objection is filed with the clerk <br />before the hearing or presented to the presiding officer at the hearing. If a written objection is <br />received before or at the assessment hearing, the owner may appeal an assessment to the District <br />Court by serving written notice of the appeal within 30 days of the adoption of the assessment. <br />Award of Construction Contract <br />It is desirable to award the construction contract as soon as possible to allow time for the <br />ordering and delivery of equipment before construction this winter. Unless a substantial <br />number of written notices of objection are received at the assessment hearing, we are <br />recommending award of the construction contract at this meeting. <br />COUNCIL ACTION REQUESTED: <br />Conduct assessment hearing for Shoreline/ Heritage Drive and Lane Sewer Project <br />Approval of the resolution adopting assessment roll for the Navarre Water Treatment Plant <br />Rehabilitation <br />Approval of the resolution to award the construction contract to Shank Constructors, Brooklyn <br />Park Minnesota for $636,600.00
