Mr. Blanche had <br />expressed a desire to participate on the LMCC as it worked through the process of negotiating a <br />renewal of the cable franchise with the current cable provider. Mr. Blanche has had substantial <br />involvement in the franchise renewal process, with a particular interest in maintaining and improving <br />local access programming capabilities. This involvement has continued beyond his one year term. <br />The franchise renewal process is now nearing completion, with the Cable Commission to vote on <br />the renewal in the coming months. <br />Mr. Blanche has questioned whether any action was taken to extend his term through 1998 so that <br />he would have voting authority on the Commission. It does not appear that his appointment was <br />extended at the time the Council took action regarding other appointments for 1998. Since Mr. <br />Blanche has been involved throughout the franchise renewal process, it would be advantageous to <br />extend his appointment through 1998 to enable him to participate as a voting member of the LMCC <br />as they make final decisions regarding the franchise renewal. <br />COUNCIL ACTION REQUESTED: <br />Motion regarding the extension of the appointment of Fred Blanche as an alternate City <br />representative on the Lake Minnetonka Communication Commission through January 11,1999.
