The low bidder for the project is Shank Constructors, <br />Brooklyn Park. Bonestroo Engineers has worked with this company on several other projects and <br />found them to be a competent and responsive contractor, and they are recommending award of <br />the construction contract to this company. A bid tabulation is attached for your information. <br />Project Costs with Shank Construction Bid <br />Construction $636,600 <br />Engineering & Contingency $127,400 <br />Total Estimated Project Costs $764, <br />Feasibility Report Project Costs <br />mu <br />III$616,1 <br />$124,000 <br />$740,000 <br />The proposed project financing in the feasibility report is listed below <br />Assessments <br />Water Fund Reserves <br />Internal Loan <br />$263, <br />$200, <br />iim $350 per unit over 5 years <br />nil <br />$277,000 Building Fund Loan, repayment <br />with interest over 10 years <br />The estimated amount available from assessments was based on counting one assessment for each <br />parcel with t' House or commercial building. Residential duplex units were counted per dwelling <br />unit. We iidve completed a final assessment roll. There are many cases where one homeowner <br />owns se'-eral tax parcels next to their house that they are using for their yard. These adjacent <br />parcels are non-conforming to the current zoning regulations and will not be assessed. In several <br />areas theie are dock lots and outlets for lake access that are not buildable, and these will not be <br />assessed. Since u.e public hearing, we have received written requests that these unbuildable dock <br />lots etc. not be assessed.
