Randall <br />Admi nistrative^cfinicij <br />SUBJECT: New Multiple Dock License Application - Dr. Glen Nelson <br />BACKGROUND <br />Dr. Glen Nelson has submitted a new multiple dock license application to make <br />chaiiges to their conforming multiple dock on Stubbs Bays in the City of Orono. The <br />applicant has proposed changes to enlarge slip #6, to eliminate slip #3, and to relocate <br />slips #7 and #8 to new locations. <br /># <br />The multiple dock license was initially approved for nine Boat Storage Units (BSU) on <br />1,242 of combined shoreline. The maximum number of BSU’s that can be approved for <br />this multiple dock are 25. Slips #7-9 were initially approved to store three water bikes. <br />The applicant proposes to convert these three BSU’s to two and relocate them to store <br />larger boats. <br />DISCUSSION <br />LMCD Code Section 2.03, Subd. 7 states a new license needs to be issued when any <br />change in slip size, ownership, length, width, height, type of watercraft, location of a <br />structure or launching ramp Is proposed. This was not considered a minor change due <br />to the proposed increase in slip size, and change in the type of watercraft. <br />Staff has evaluated the proposed changes to the applicant’s structure. The proposed <br />changes would include: <br />• A decrease in the total number of BSU’s from nine to eight. <br />• An increase in the slip size in the following slips: <br />> Slip 6 from 8’X18’to 15’6" X18' <br />> Slip 7 from 2* 8" X10’to 10'X16’. <br />> Slip 8 from 2' 8" x 10’ to 8’ 3" x 32 ’ <br />> Slip 9 from 2 ’ 8" x 10’ to (eliminated) <br />• The proposed dock would meet LMCD Code requirements for side setbacks and <br />would not extend beyond 100’ in length. <br />RECOMMENDATION <br />Staff recommends the Board approve tho proposed new multiple dock license, subject <br />to the applicant securing approval from the DNR, the City of Orono, and any other <br />governmental jurisdictions. These jurisdictions were copied on this application on <br />1/13/98, in compliance with MN DNR General Permit 97-6098, with comments due <br />within 14 days. <br />C:\My Documents\Lctlcn-meinos\Nelson Dock, doc
