MINUTES OF THE REGULAR ORONO CITY COUNCILMEETING HELD ON <br />DECEMBER 8,1997 <br />Kelley questioned the use of a hammerhead noting he has never seen this done in the <br />City. He asked if the City was taking the position that this is to be allowed. Jabbour <br />said he feels the use of a hammerhead ir ..:ead of a cul-de-sac is in conflict with the <br />ordinance. <br />Barrett reported that the language provided within the LR-lCl, one family lakeshore. <br />Zoning District allows for a 50% density increase. The language says this "may** be <br />provided and gives leave of discretion but since there are no standards by which this is to <br />be judged, he feels the applicant would have the right to the density increase. <br />Flint questioned whether there is the discretion to round up. Kelley asked if the number <br />can be rounded down. Barrett said, by policy, what has been down in the past should be <br />applied in order to be consistent. Jabbour noted that they were talking about one unit <br />only. He sees the main issues as that of a hammerhead versus a cul-de-sac, and the <br />guideline of certain agencies to say whether a sprinkler system is required. Van <br />Zomeren reported that the resolution did not require the sprinkler system. <br />Gleason said if the water main could not be looped, the alternative would be to sprinkler <br />but he has not done an analysis of it as yet.
