MEETING OF THE ORONO COUNCIL, DECEMBER 30, 1982 PAGE-4- <br />I/ <br />.^ke ordinance CON'T requiring Cull-tine residence to have a <br />conditional use permit, including the higher <br />standards required Cor Septic Systems, private.. <br />Cire protection, otc» Olson stated *that the <br />Sheftel property is knov;n to have been used Cull <br />time and that except Cor being 4 acres instr.^d of <br />5, the property should now meet or is capable of <br />meeting all requirements for a principal <br />residence Conditional Use Permit. Olson recom <br />mended granting the Schefetel property a <br />conceptual conditional use permit and variance <br />with Cinal approval awaiting completion oC an <br />application form and preparation oC the required <br />resolution to be recorded in the property title. <br />f.jf, j^oy Ahe rn, Barrie Ro ad, Wayzata stated that he <br />Celt the ordinance should be held over until <br />another meeting. He Celt the people concerned were <br />not given enough time to be present at this <br />meeting. The Deputy Clerk then presented to Mr. <br />.Ahern a record oC all the owners that were notiCied <br />of the change oC the meeting. <br />Of 77 names on the list, 4 2 were contacted directly <br />and messages we re left for nine© the r s. The r e wa s <br />no answer to repeated calls Cor nine persons, nine <br />others had unlisted numbers (or could not be <br />located by the mailing address) , and five out of <br />town long distance calls were not attempted. <br />Thus, 69% of the owners have received telephone <br />notice of the meeting change. <br />Mr. Rov Ahern requested a Principal Residence <br />Conditional Use Permit Cor his parcel me <br />same as Mr. ScheCtel. Mr. Olson stated that the <br />house on that oarcel certainly appeared to quali Cy <br />but that staff hod several questions about the <br />location of the drainCield to serve the house; we <br />think it is on the neighboring property. V*/e would <br />not thus recommend a Conditional Use Permit at <br />this time until .Ahern can provide more information <br />to staff. Ahern had no response. <br />CounciImember Butler moved, Councilmember Hurr <br />seconded to adopt Ordinance D 246 An Ordinance <br />Amending the Municipal Code of Orono By Changing <br />the Zoning District Designation and Performance <br />Standards Applied to Big Island, Mahpiyata <br />Island, and Deering Island, draft as amended in <br />Section 34.363c regarding occasonial overnight <br />camping in a day use recreation area.
