'//V,-1 <br />January 2,1998 <br />^fjy <br />SUBJECT: Cooperative Animal Control Services 0/Vo <br />The city currently provides animal control services to the cities of Long Lake, Minnetonka Beach, <br />and Spring Park using two part-time Community Service Officers. The cities of Tonka Bay, <br />Ghorewood, Excelsior, and Greenwood have contracted with the city of Chanhassen for animal <br />control services. In mid-1997, the city of Chanhassen advised these cities that they would no longer <br />provide animal control services effective January 1, 1998. These cities have requested Orono to <br />submit a proposal for the provision of animal control services. <br />In preparation for developing a proposal, city staff met with representatives of the south lake cities <br />to discuss how the animal control services could be expanded to serve the south lake cities in a way <br />that would benefit both the south lake cities and the city of Orono. It was determined that it would <br />be beneficial to be able to change from the current staff of two part-time CSOs to a staff of one frill <br />time Animal Control Officer and one part-time CSO. The advantages are that with a full-time <br />position the city would be able to reduce the turnover that occurs in the current CSO positions and <br />attract or develop staff with a higher level of abilities in both the handling of animals and customer <br />relations. <br />Staff has developed and submitted a general proposal to the south lake cities that enables the change <br />to a full-time Animal Control Officer without increasing costs to Orono. This will enable improved <br />services to Orono and its current contract cities and high quality services to the south lake cities. <br />A copy of the letter setting out the general proposal is attached.
