^ r <br />T <br />COUNCIL mestinq <br />JAN 6 199J <br />January 2,1998 <br />CITY OFORONO <br />To: Mayor and City Council Members <br />From: Gregory Gappa, Director of Public Services <br />Subject: Council Work Session for Femdale Road North Reconstruction Project <br />Attached you will find a draft copy of the feasibility report that has been completed for this project. <br />The Cities of Orono and Plymouth are working on a joint project for the reconstruction of Femdale <br />Road North. Both Cities have retained Bonestroo engineers to prepare plans and specifications for <br />this project. The City of Plymouth has agreed to be the lead City for this project, so this report is <br />addressed to the Plymouth Mayor and City Council. <br />A public hearing is scheduled for 6:30 P.M. at the January 12th City Council meeting. A meeting <br />notice has been published and letters sent to all of the residents served by Femdale Road. There are <br />approximately 100 homes in Orono adjacent to Femdale Road. <br />Proposed Road Design <br />The pavement on this road has reached the end of it’s service life, and complete reconstmction of the <br />road is necessary to provide for a standard 10 ton pavement design. The proposed concept is to <br />constmct a 36' wide urban street section with concrete curb and gutter and storm sewer. The urban <br />design with curb and gutter provides for a more efficient drainage system, minimizes the need for <br />additional right-of way, and significantly reduces tree removal. The proposed width provides for two <br />12' wide travel lanes and all' foot wide center turning lane. The turning lane will increase safety <br />to neighborhood residents by allowing left turning movements without disrupting through traffic <br />flow. An 8' wide bituminous walkway is proposed along the east side of the road. <br />Estimated Project Costs <br />The costs for this project were allocated based on Orono and Plymouth splitting the cost for the <br />street reconstruction, and storm sewer improvements along the border between Orono and Plymouth. <br />The City of Plymouth would pay for the trail along the east side of the road. The City of Orono <br />would pay for all of the improvements along the section of road between the Cities of Orono and <br />Wavzata.
