or possible additional requests for exclusion from the project; we are recommending approval of <br />the assessment roll at this meeting. According to the requirements for assessment hearings, <br />property owners need to provide written notice of their objections to the proposed assessment <br />before or at the assessment hearing to be eligible to file an appeal. <br />Credit for Properties with Grinder Pumps <br />There are five properties at the end of Heritage Lane that will need grinder pumps for sewer <br />service. For the 1997 projects at North Long Lake and Bracketts Point there were eleven <br />properties that required grinder pumps. These pumps were bid as part of the two projects and <br />then provided to the property owners. These stations were installed by the plumber hired by the <br />property to complete the sewer connection to the house. The operation and maintenance of the <br />grinder station is the responsibility of the property owner. This method was not the most desirable <br />as the plumbers installing the stations were not familiar with the stations provided, and in one <br />situation the type of station provided was not the best solution for the property. With the large <br />number of mound systems installed every year, area plumbers are experienced in the installation <br />of pumping systems. They install brands of equipment they are familiar with. The use of <br />equipment selected by the plumber results in easier installation and future servicing of the <br />pumping stations. Many plumbers also provide long term service and maintenance for the <br />property owners. Also, since the property owners are responsible for the operation and <br />maintenance of die grinder pump, they should be able to select their own system. This also <br />isolates the City from possible future claims in case of system failure. <br />We are recommending that the property owners with grinder stations be assessed the same <br />amount as the properties with gravity service and then issued a credit for the purchase of a <br />grinder pump system. This system can than be purchased and installed by the plumber that <br />completes the sewer hookup. For the North Long Lake project, the City paid $3,290 each for <br />ten grinder stations. The cost for the one grinder station on the Bracketts Point project was <br />$3,600. We are recommending that the property owners be credited $3,700 for the purchase of <br />their own grinder pump stations. This cost allowance has been included in the proposed <br />project costs. <br />Award of Construction Contract <br />It is important that construction of this project begin as soon as possible to allow for an <br />adequate schedule for completion. Pending no written notices of appeals received at the <br />assessment hearing or possible additional requests for exclusion from the project, we are <br />recommending award of the construction contract at this meeting. <br />The construction contract was bid to include both the Edgewood Hills and Shoreline/ Heritage <br />projects. The Shoreline Heritage project consists of open cut installation of the pipe. The <br />prices received for this work were very reasonable and within the feasibility study cost <br />estimates. The Edgewood Hills project was for directional boring installation of the pipe. The <br />prices received for this work were substantially higher than expected, so this portion of the <br />project is being rebid.
