Fortunately Ron Olson, who was recently hired as Management Analyst/Accountant, is <br />well qualified to move into the Assistant Finance Director/MIS Coordinator position. Ron has <br />performed exceptionally well in his first months with the city, and has taken on a number of <br />Assistant Finance Director duties in Chris Miller's absence. Although the shift to the Assistant <br />Finance Director position will not involve a pay adjustment, both Ron Olson and the Finance <br />Director believe the city will benefit most from Ron's range of skills and abilities if he is in the <br />Assistant Finance Director position. <br />It is recommended that Ron Olson be appointed to the Assistant Finance Director/MIS Coordinator <br />position effective January 13, 1998. <br />Reconfiguration of Management Analvst/Accountant Position <br />The Management Analyst/Accountant position was created to expand the responsibilities of the <br />utility billing/payroll specialist position to provide assistance to the Public Works maintenance <br />department in areas ranging from information organization to long term financial projections. This <br />position was ideally suited to the former incumbent, but is not the most effective way to meet the <br />needs of both the Finance Department and the Public Works maintenance department. <br />Staff is recommending returning to the Utility Billing/Payroll Specialist position to meet the needs <br />of the Finance Depaitment. The Public Works Department needs, in relation to financial projections <br />and other finance-related needs, can be met by the current finance staff. The plan to meet the <br />information organization needs of the Public Works Department has not been finalized. Because <br />this does not require a full-time position, one option is to hire a part-time data assistant. The part- <br />time data assistant position could be funded, in large part, using the difference between the current <br />Management Analyst/Accountant position pay and the proposed Utility Billing/Payroll Specialist <br />pay. <br />In order to get the Finance Department up to a full staffing level, the Utility Billing/Payroll <br />Specialist position will be filled as soon as possible. <br />COUNCIL ACTION REQUESTED: <br />Motion to approve the appointment of Ron Olson to the position of Assistant Finance Director/MIS <br />Coordinator effective January 13, 1998.
