( <br />An Op .n Burning Permit may require a non-reftindable application fee. Permit fees <br />shall be set annually by City Council Resolution. However, the City Council may <br />at other times amend its Resolution setting the fees as it deems necessary. The fees <br />established by City Council Resolution shall continue to be the required fee until <br />amended by a Resolution. Fees collected shall be retained by the City administrative <br />costs of issuing permits. <br />Subd. 7. Permit Process for Open Burning. Upon receipt of the completed Open <br />Burning Permit application and permit fee, a City of Orono staff person shall <br />determine that the requirements for open burning under this Code are satisfied. <br />Thereafter, a Permit may be issued. <br />a. Recreational Fire inspection requirements include an inspection of the bum <br />site by City staff before a permit is issued. Reinspection of the site is not required <br />before conducting each bum within the permit time limits. <br />b. Small and Large Brush Disposal Fires, Fire Department Training Fires, <br />and Native Prairie Restoration Fires inspection requirements include an inspection, <br />of the initial bum site, by city staff before a permit is issued. Reinspection of the site <br />is required before conducting any additional bums within the permit time limits. <br />c. Notification requirements include notifying the Orono Police Department <br />for any open bum including Recreational Fires. For Small and Large Brush Disposal <br />Fires, Fire Department Training Fires, and Native Prairie Restoration Fires in <br />addition to notifying the Orono Police Department, the fire department having <br />jurisdiction must also be notified. <br />Subd. 8. Time Period for Permits. Permits for Recreational Fires are valid for one <br />year from the date of issuance. Permits for all other fires are valid for 60 days from <br />the date of issuance. <br />Subd. 9. Hours for Open Burning. Open burning is allowed only during the hours <br />between 7:00 a.m. and 11 :00 p.m. <br />Subd. 10. Permit Holder Responsibility. Prior to starting an Open Bum, the Permit <br />holder shall be responsible for confirming that no burning ban or air quality alert is <br />in effect. Every Open Bum event shall be constantly attended by the Permit holder <br />or his/her competent adult representative. The Open Bum fire shall be completely <br />extinguished before the Permit holder or his/her representative leaves the site. It is <br />the responsibility of the Permit holder to have a valid Permit, as required by this <br />section, available for inspection on the site by the City staff, Orono Police <br />Department, Minnesota Pollution Control Agency (MPCA), or Department of <br />Natural Resources (DNR). <br />1 III at ■■rviBii f » aa 1 I.
