Gappa <br />Title Director of Public Services <br />REQUEST FOR COUNCIL ACTION <br />DATE: Janua^ <br />ITEM NO.: . <br />998 <br />Administrator Reviewed:Agenda Section: <br />Administrator's Report <br />Item Description: Open Burning Policy Revisions <br />Proposed changes to the City’s open burning regulations were presented to the Council at the <br />Dumber 8,1997 meeting. In summary, the proposed changes would £liow for recreational fires <br />with an annual permit. Small brush disposal fires would be allowed with a 2-acre minimum lot <br />size, and large brush disposal fires would be allowed with a 5-acre minimum lot size. The City <br />Council and residents who commented supported the proposed changes with several mino r <br />revisions requested by the Council. The ordinance has been revised to reflect these requested <br />changes. <br />Permit Time Limits <br />The permit length for brush disposal fires has been increased from 30 days to 60 days to allow <br />for more time to complete burning during favorable weather conditions. The annual permit time <br />frame for recreational fires has not been changed. <br />Permit revocation <br />The section on permit revocation has been revised to include a 6-month moratorium on issuance <br />of burning permits when a permit is revoked for violation of permit conditions. This moratorium <br />will apply both to Ae same applicant, or to the same property. Including both conditions will <br />prevent circumventing the moratorium, on additional permits, by having different applicants <br />applying for permits on properties where burning permits have been revoked. <br />Prohibition on Burning Imported Materials <br />Additional language has been added to strengthen the prohibition on burning of materials brought <br />in from other properties to a burning site.
