The watershed District must review and approve the plan. <br />2. That the proposed location of the conditional use and the proposed condition under <br />which it would be operated or maintained would not be detrimental to the public health, <br />safety, or welfare, or materially injurious to properties or improvements in the vicinity. <br />The alteration will not cause loss of life, property, or violate health and safety standards. <br />The cut and fill will not adversely affect public health, safely or general welfare. <br />3. That the proposed conditional use will comply with each of the applicable provisions of <br />the Zoning Chapter. <br />The zoning code requires that the City consider these following factor s. <br />1. The danger to life and property due to increased flood heights or velocities caused <br />by encroachments. <br />2. The danger of materials being swept away causing dangers to others. <br />3.
