MINNEHAHA CREEK W ATERSHED DISTRICT <br />RULED <br />STORMWATER MANAGEMENT & EROSION CONTROL <br />FOR-LAND DEVELOPMENT PROJECTS <br />1. POLICY. It is the policy of the Board of Managers to: <br />(a) Require stormwater facilities to be included in land development projects where practicable and <br />effective. <br />(b) Manage stormwater and snow melt runoff on a regional or subwatershed basis throughout the <br />District to: <br />1) promote effective water quality treatment, w here feasible, prior to discharge to <br />surface waterbodies and wetlands; <br />2) limit developed peak rates of runoff into major surface water bodies to less than or <br />equal to e.xisting peak rates; and <br />3) promote infiltration of both precipitation and runoff. <br />(c) Require preparation and implementation of erosion control plans for land development <br />activities, during the period of construction. <br />2. REGULATION. Except as provided herein, prior to commencing any land altering activities, a <br />developer of land for residential, commercial, industrial, institutional, or public roadway uses shall submit a <br />stormwater management plan and an erosion control plan to the District in conformity w ith the requirements <br />of this rule and secure a permit from the District approving the stormwater management plan and the <br />erosion control plan. Except as provided herein, a stormwater management plan and an erosion control plan <br />are required for new development, redevelopment or additions to an existing site. The managers will review <br />a stormwater management plan and the erosion control plan only after the applicant demonstrates that the <br />project has received preliminary approval from the municipality indicating compliance with existing <br />municipal plans.
