In that respect, the proposed uses might <br />seem to be in keeping with the intent of the B-5 District. <br />However, certain restaurant type uses would create potential problems in the context of the B-5 <br />District. These problems might include: <br />Exhaust venting of smoke/odors from baking, fr>dng, or grilling operation. <br />The glare of lighting, traffic volumes, litter, and other nagative impacts often <br />associated with individual free standing fast food operations. <br />The impact on parking need for sit down restaurants such as the Culvers in the B-1 <br />District adjacent to applicant's development site. <br />Hours of operation potentially extending past normal business hours. <br />If the proposed restaurant type uses are allowed in some limited fashion. Planning Commission <br />should direct staff to develop conditional use standards that would limit those operations to a scope <br />and level appropriate for the B-5 District. Such limitations might include, for example: <br />That the restaurant use must be a non-primary tenant in a building used primarily for <br />a permitted or conditional use that is not a restaurant (this could be a method to avoid <br />freestanding fast food operation.s) <br />Limitation on square footage, and/or percentage of total building, devoted to each <br />individual restaurant use <br />Limitations on the capacity of fans allowed for exhaust venting (i.e. do not allow <br />operations which require exhaust venting above a certain cubic feet per minute) <br />- Strict adherence to signage limitations <br />Staff Recommendation <br />Planning Commission should discuss whether an amendment to the B-5 district to allow limited <br />restaurant type uses may be appropriate. If so, direct staff to draft standards for the level of use you <br />feel may be appropriate, for review at your next meeting. <br />Options for Action <br />1. Recommend approval of the proposed amendment with no specific conditions. <br />2. Table, direct staff to develop standards for some defined level of restaurant use. <br />3. Recommend denial, stating reasons. <br />4.Other.
