By implementing this program, this substantial area of affordable housing can <br />be preseiA'ed by preventing and eliminating such substandard conditions. <br />COMPREHENSIVE APPROACH <br />1. <br />2. <br />3. <br />4. <br />This project is being undertaken in conjunction with a housing plan currently being <br />conducted by the Lake Minnetonka Area Cooperative Communities (LMACC), which <br />includes Orono. A primary ar^ ‘ of concern is the amount of affordable housing available in <br />the Lake Minnetonka area. Preservation of the housing stock in Navarre is one way Orono <br />can do its part in the region to provide affordable housing, which has been identified as one <br />of the primary goals of the plan. <br />Addressing substandard housing for very low and low income groups is identified as a high <br />priority according to the Hennepin County Consolidated Plan. Addressing substandard <br />housing for moderate income households is identified as a medium priority. The CDBG <br />funding for this program would be primarily earmarked for the low income groups, with <br />funding available to moderate income homeowners in cases where an exceptional amount <br />of repair is needed or sufficient funding is available for them as well. <br />City staff conducted a mail and visual survey of the Navarre area in July, 1997 to determine <br />the extent of substandard housing conditions in the area. Both portions of the survey <br />revealed that there is a substantial amount of housing in the Navarre area with one or more <br />notable structural deficiencies and a concern by the residents. The use of CDBG funding <br />would be used to address these deficiencies. <br />Orono's comprehensive plan has identified this concentration of affordable housing and the <br />need for rehabilitation. The inadequate supply of affordable housing in Orono is also <br />recognized. The City has cited as one of its housing policies the promotion of rehabilitation <br />of substandard homes as a means of providing and retaining low and moderate income <br />housing.
