r <br />#2341 - Dan Anderson <br />April 9, 1998 <br />Page 2 <br />Lot 7 road adjacency layout as proposed is acceptable as long as 2.0 acre min. area <br />requirement is met. <br />- Staff to proceed with MUSA amendment process to allow this property (and <br />potentially others) to be sewered. <br />On March 30 staff requested that the 929.4 Lake Minnetonka OHWL be used to show the 75' setback <br />correctly on the preliminary plat drawings since it was discovered that the shoreline shown on the <br />drawings was taken from the City topographic maps which do not accurately show the 929.4' <br />contour. The surveyor has staked the 75 ’ setback line on the site and shown it on the revised <br />preliminary plat (Exhibit C). <br />Stormwatcr/Drainage/Grading Plan <br />Applicant submitted a preliminary grading, drainage and erosion control plan on March 18 which <br />was reviewed by the City Engineer on March 19. Applicants provided additional information <br />to the City Engineer on March 23 which was reviewed by Heather 0!>on of Bonestroo in her April <br />1 memo regarding stormwater quality and quantity (See Exhibit B). Staff met on the site with the <br />applicant on April 6 and reviewed aspects of the drainage plan. Based on our review and the <br />comments from City consultants, staff has concluded the following: <br />As much drainage from the site as possible is planned to be directed to the stormwater <br />pond on Lot 7. It is not feasible to divert all runoff from all 7 building sites to the <br />pond. <br />The stormwater pond should discharge to the south, along the west side of Old <br />Crystal Bay Road and eventually to Maxwell Bay. There are no existing culverts <br />across Old Crystal Bay Road to handle these flows, and the topography and drainage <br />system within the plat of French Creek Woods was not intended to accept these <br />additional flows. <br />- Runoff from the west-sloping portions of Lots 4-5-6 will be sufficiently handled via <br />the natural vegetated buffer provided for and retained via the Tree, Woodland and <br />Vegetation Preservation Easement. However, any runoff from the homes to be <br />constructed on Lots 4-5-6 that could be readily diverted to drain to the private road <br />(and hence to the pond), should be so diverted. <br />- Likewise, any runoff from the existing house and from new houses to be constructed <br />on Lots 2 and 3 that can easily be diverted to the road, should be. It appears that the <br />new home locations will be on elevations that will allow a portion of their <br />hardsurfaccs to drain toward the road. Further, the developer has agreed that a
