A RESOLUTION ESTABLISHING <br />MINIMUM AND MAXIMUM PARK DEDICATION AMOUNTS <br />FOR RESIDENTIAL/AGRICULTURAL/MULTIPLE RESIDENTIAL ZONED LAND <br />I <br />I <br />WHEREAS, the City's general park dedication requirement is 8% of the land being <br />platted or subdivided; and <br />WHEREAS, the City's park dedication ordinance calls for the dedication requirement <br />to be roughly proportional to the projected impact of the proposed development on the City's park <br />system; and <br />WHEREAS, because of the vastly differing land values in Orono, the 8% park <br />dedication requirement could result in park dedication requirements that are either significantly <br />greater than or significantly less than the amount which is roughly proportional to the impact of the <br />proposed development on the City's park system; and <br />WHEREAS, to address the rough proportionality issue, the City will periodically <br />establish both a maximum and minimum park dedication amount per dwelling unit, based on an <br />updated projection of the cost of the City's park system, and the proportionate share of this projected <br />cost to be borne by new dwelling units in Orono; and <br />WHEREAS, the proportionate share of the projected cost of the City's park system <br />to be borne by new dwelling units is an average ot $3,900 per household; and <br />WHEREAS, the application of the City's general 8% park dedication requirement <br />would result in those properties with lower values paying less than the $3,900 average, and those <br />properties with higher values paying more than the $3,900 average, and <br />WHEREAS, the establishment of minimum and maximum park dedication fee <br />amounts addresses the need for tough proportionality between the park dedication fee and the impact <br />of the development on the park system. <br />Page 1 of 2
