I ! <br />Report to the <br />Hennepin County Board of Commissioners <br />on the <br />Minnehaha Creek Watershed District <br />January 26,1998 <br />INTRODUCTION <br />The Minnesota Board of Water and Soil Resources provides this report in response to a <br />request, passed on September 23,1997, in the form of Resolution No. 97-9-624R3, by <br />the Hennepin County Board of Commissioners. <br />The resolution requested the Board of Water and Soil Resources to; <br />(A) determine if the activities of the Minnehaha Creek Watershed District (district) <br />are in compliance with statutes, rules, and regulations; <br />(B) facilitate dialogue between the district and affected municipalities; <br />(C ) determine if the cost effectiveness of capital projects proposed by <br />the district is in compliance with statutes, rules, and regulations; and <br />(D) request the State Auditor to audit the district to address issue (A) or (C), if <br />necessary. <br />In addition to addressing these concerns, this report will also present various guidelines and <br />perspectives on the roles and responsibilities involved in watershed district management. <br />Although reports of this type inevitably focus on recommended improvements, the Board of <br />Water and Soil Resources recognizes and commends the district for the dedication and <br />commitment of its board of managers, staff and consulting engineers and attorneys. The district <br />is highly professional and is justifiably proud of its accomplishments. District staff and managers <br />were cooperative and accommodating throughout this study. <br />The Board of Water and Soil Resources gathered information several different ways for this <br />report. Interviews were conducted with various staff members from several cities in the district. <br />1
