/] <br />^ 2 iSs-ClT^'of MOL'ND VC.\C M ^^4^£^•A f526*l <br />4.. .i- <br />March 20, 1991 <br />Dear Mayor Peterson: <br />As you know, there has been some concern expressed by some of the <br />cities around Lake Minnetonka that the Long Term Management Plan <br />developed by the Lake Minnetonka Conservaticn District (LMCD) is <br />very restrictive, particularly as it pertains to the mar.^refnent <br />ox she cities■' sr.orelanus. <br />I attended a meeting of mayors held Wednesday, March 6, 1991, <br />hosted by the city of Wayzata, at Wayzata city hall. The meeting <br />was initiated to resolve management program issues raised by the <br />eight cities in a resolution dated December 6, 1990. I attended <br />the meeting to express my concern that the eight dissenting <br />cities were misinterpreting the purpose of the Long Term <br />Management Plan. I emphasize the word fLiH. It is not a <br />document etched in stone; it is not a .aw or ordinance. It is <br />merely a plan. Hence, the City of Mound, which has spent <br />numerous hours reviewing it, accepted it as a plan. <br />The City of Mound had some questions and concerns with certain <br />items contained within the plan and expressed those to the LMCD <br />in a letter dated June 12, 1990, a copy of which is enclosed. It <br />also had a statement read at the June 6, 1990 public hearing, a <br />copy of which is enclosed, expressing its concerns with regard to <br />the plan. <br />Last fall, the council after substantial review, agreed to go <br />forward and sign the agreement to work with the LMCD and the <br />Department of Natural Resources on preparing a model shcrelznd <br />management ordinance for the Lake Minnetonka area. We did this <br />because we wanted to come up with an ordinance that we, as member <br />cities of LMCD, have developed because Lake Minnetonka is a very <br />unique area. We saw this agreement bringing the cities of the <br />LMCD together in working in a cooperative manner in order to <br />fulfill requirements as established by the Minnesota Department <br />of Natural Resources. <br />In order to pursue attaining cooperation, I would like to invite <br />you to attend a meeting on Wednesday, April 17, 1991 at 7 PM at <br />Hound City Hall. Please invite your council members and any <br />staff people that you feel appropriate to attend. I will be <br />i b'ii.
