She said. "I believe that most people have <br />a tendency to look upon it as a Bible. I do not believe it <br />should be treated that v;ay. Times do change. <br />Butler and Goetten agreed that the issue of roads needs to <br />be addressed. <br />As a final noted. Hanson stated that due to resolution of a <br />family project, in which he was involved, he would have more time <br />to dedicate to the Planning Commission, and looked forward to <br />receiving more planning education. <br />Mayor Peterson asked Charles Suhroeder to step forward and <br />address the Council. <br />Mr. Schroeder referred Council to a letter and resume he had <br />sent to the City setting forth his interest and personal <br />information. He stated that he and his family had been away from <br />Minnesota for several years, and had returned two years ago. He <br />said, "VJhen we were looking for a place to live, we chose Orono <br />because of its unique rural character. It is my wish to see <br />that rural character maintained, that interested me in serving on <br />the Planning Commission. l believe that my business experience <br />has left me with some good analytical capabilities. I think I <br />can bring a fresh perspective to the Comprehensive Plan, which I <br />have read. The Plan seems to be complete and thoroughly <br />considered. <br />vath respect to the Highway 12 corridor selection, I believe <br />that from the point of having a negotiating tool with KNDOT, we <br />should put-h Highway 5:i as the option to be considered first. In <br />the event MNDOT disregards that option, we could fall back on a <br />modestly upgraded Highway 12 and Highway 6. If you look at <br />Highv/ay 12 ii. terms of hardcover, and calculate what two extra <br />f.anes of Highway 12 would produce, you would find that five miles <br />long with 15 foot lanes would total 700,000 s.f. of new surface. <br />If you equate that to new housing, it puts the project in a <br />different light, especially when you consider the amount of <br />runoff that would flow off that surface into Orono. That may be <br />one argument that could be presented to MNDOT. <br />Mr. Schroeder stated that he did not wish to address the <br />facilities needs, simply because he is not familiar with the <br />needs. He did add that he is mere than willing to become <br />involved in that issue and would learn quickly. <br />Goetten stated that she v/ould like to see tlie Planning <br />Commission become more involved and take a more active role in <br />- 18 -
