T le <br />Park Commission has put a lot of time aid effort into their <br />recommendation and I agree with it. I am not here to <br />public access, but given the unique character of this particular <br />beach, I feel it is necessary to remove the dock." <br />Gerhardson stated that Sandy Beach currently closes at 8:30 <br />o.m. He noted that closing time resulted from a recommendation <br />when this issue was previously reviewed two years ago by the Park <br />Commission. <br />Butler stated that Sandy Beach is unique and a-jked <br />Bernhardson if he could provide some cost estimates for hiring a <br />lifeguard. She said, "The lifeguard would have to understand <br />prior to accepting the position that their purpose does not only <br />pertain to swimmers, bat also to make sire that everyone using <br />the beach abides the rules." <br />Goetten questioned whether posting a liieguard at this beach <br />would set a precedent. <br />Butler stated that if other residents can provide a long <br />history of similar behavioral problems, at a beach with limited <br />visibility, then we would have to consider i:. She asked <br />Bernhardson how Park Dedication monies are being used. <br />Bernhardson stated that Park Dedication funds can only be <br />used for capital purchases, repair and maintenance. <br />Park Commission's <br />The motion failed <br />It was moved by Callahan to accept the <br />recommended course of action for Sandy Beach, <br />for lack of a second. <br />It was moved by Goetten, seconded by Mayor Peterson, to <br />table this item until the April 8, 1991, Council meeting. Staff <br />is directed to provide Council with cost information with regard <br />to posting a lifeguard and present it to Council at that meeting. <br />Motion, Ayes-1, Callahan, Nay. Motion passed. <br />OTHER <br />Richard Flint reported on the status of the bike trails. He <br />stated that the Park Commission has been working with Hennepin <br />County in regard i'.o construction of a bike trail from B,iker Park <br />to the Luce Line. He said, "The cost of that section of trail, <br />if we were to pay for ourselves, could be as high as $300,000. <br />However, we believe that by tying the trail in with the County, <br />that they may pay for as much as 80% of that cost. I lave met <br />with Hennepin County personnel on two occasions. They have <br />- 14 -
