Box 66 <br />Crystal Bay, MN 55323 <br />Re: City Council Agenda Items for Monday March 25, <br />1991; Navarre Heights Storm Drainage Project <br />No. 89-2 <br />The Honorable Mayor Peterson and <br />Members of the City Council: <br />O’jr firm represents Mark and Karen Cuff of 3572 <br />Livingston Avenue, legally described as Lot 16 and 17, Block <br />3, Navarre Heights (collectively referred to as "Property"). <br />Although this matter has been before the City Council many <br />times, I think it is prudent to refresh the memory of the <br />experienced Council members and inform the new Council <br />members of the issues involved in this matter. The purpose <br />of this letter is to set forth the facts supporting the <br />Cuff's request that the City commence assessments to fund <br />the construction of storm sewer improvements, which will <br />alleviate water drainage problems in the Navarre Heights <br />Neighborhood ("Project"). <br />In 1982, at the suggestion of JoAnne Ellen Herr of the <br />Orono City Council, Tom Jacobson former Orono City employee, <br />and members of the City planning staff, Karen Cuff purchased <br />Lot 17 from Hennepin County. Councilwoman JoAnne Herr, the <br />planning staff and Orono city en” 'oyees made representations <br />that Lot 17 was buildable and tl.-.^ there would be no problem <br />in obtaining a building permit. Hennepin County was placing <br />Lot 17 up for auction and it was the city's desire to have <br />the Cuff's purchase the lot instead of a prospective
