Kj toiv: <br />iTie that there is a current project involving an intersection on <br />494 that could be used to bring traffic to 3?4." <br />(#5)DESIGNS OF EXISTING, UPGRADED ROADS <br />Kelley suggested that it may be more boner iciai to have <br />Rylander give his slide presentation, (item #5) on road design at <br />this time. <br />Rylander gave his slide presentation which focused on <br />gjtisting corridors (freeways and expressways) were construci-e-i in <br />a constrained areas. He showed a section of 1-94, heading east <br />from 1-494/694 in Washington County heading toward VJisconsin. He <br />stated that the right-of-way width is 300 feet, which is very <br />wide and most preferable when adequate land is available. <br />As a contrast he showed I-35E. in downtown St. Paul near the <br />James J. Hil' House and the _h i Idren ’ Hospital. This ^design <br />included four lanes (a parkway— 15 moh maximum speed), cO-foot <br />high retaining walls, raised concrete median barriers, and a <br />frontage road. The right-of-way for this road is 104 f2et, not <br />including the frontage ro.id and walkways. Rylander noted that <br />the left-hand shoulders of the road are more narrow than usual. <br />He said, ’'There was a great numoer of design exceptions granted <br />in this case. Tiiis does show that it is possible to have a <br />four-lane road, with no interchanges, in a width of 110 feet. It <br />is necessary to have additional right-of-way for access ramps. <br />The next example of road design shown was TrunK Highw'.y 2:»2, <br />which is an expressw*'. located in Brooklyn Park. Highway 252 <br />connects Trunk Highv-.y 6.0 bridge and 1-694 and has a <br />right-of-way width of 175 feet. The road design includes four <br />lanes, shoulders, signalized intersections, and access control, <br />which means there are no driveways. Tie recommended speed of <br />this expressway i.s 55 mph for high speed movement of traffic. <br />A portion of 1-394, west of Highway 110 wns shown next. <br />This road is being constructed with three lanes :.n each <br />direction, with the inside lane being designated as an express <br />lane for carpools, buses, etc. The right-of-way for this design <br />is 274 feet, including noise walls, two-way frontage roads on <br />both sides, and a bike path. The right-of-way width does not <br />include the extra footage required for access ramps. <br />Kelley asked Rylander if he had a road design showing a one <br />lane, two-way highway, much like existing H:.ghway 12. <br />Rylander r'^plied, 'I did not include such a design in my <br />slides because the projected traffic volumes for H .ghway 12 <br />indicate that more lanes are needed." <br />Kelley stated that it seems that someone has already jumped <br />to the conclusion that the road will be four lanes.
