Tos Mayor Peterson & Orono Council Members <br />Planning Commission Chairman Kelley <br />Orono Planning Commission Members <br />City Administrator Bernhardson <br />ProB <br />Date: <br />Orono Planning Commission <br />March 11, 1991 <br />Subject: Highway 12 - Corridor Review Process <br />Commission Recommendation <br />- Planning <br />Please review the minutes of the February 20th and 27th <br />Planning Commission meetings for more detailed information on the <br />background discussion of the issues raised during this review. <br />At the work session held on February 6th, Cvmmission members <br />defined the scope of their review and the specific issues to be <br />addressed by the Commission as Council had provided no specific <br />direction in their charge to the Planning Commission. We <br />concurred that the first step would be to define a series of <br />goals and policies that would set forth the framework for <br />discussion and finally support a final recommendation. We agreed <br />that the recommendation must include a specific location for an <br />east/west corridor, the type of corridor or upgraded road to be <br />installed and potential impact upon existing zoning (land use) <br />within the City of Orono and impact of an east/west corridor on <br />adjacent cities. <br />For the record, this recommendation has been developed <br />without the benefit of the findings of the modeling and traffic <br />forecast study by Howard Needles & Associates to be completed in <br />April of 1991. Our final recommendation has been influenced by <br />specific written/documentation, comments of the professional <br />staff and consultants for MNDOT, Metro Council and Bonestroo, <br />Anderlik, Rosene 6 Associates and are specifically listed as <br />follows: <br />1. 1980 Community Management Plan of the City of Orono. <br />2. Intent of the zoning districts within the City of <br />Orono. <br />3. Sections from the Metropolitan Development Guide/Policy <br />Plan. <br />4. Plan for MNDOT Safety Improvements for Highway 12 <br />scheduled for 1993. <br />5. Comments of Carl Ohrn, Principal Planner, Metropolitan <br />Council. <br />6. Comments of Larry Dallam, consultant for MNDOT, Highway <br />12 Project (Howard Needles & Associates). <br />7. Comments of Natchez Diaz, Transportation Manager, <br />Metropolitan Council.
