• • *1 -c — <br />C.Special Meetings - The Commission may hold special meetings at <br />any time outside of the regular meetings on the call of the <br />Chair of the Commission, or on the call of the Chair of the <br />Commission when directed by petition of three (3) members of <br />the Commission, or on the call of the City Council, with proper <br />notice being given 24 hours in advance. <br />2. Quorum and Voting <br />a. A minimum of f (5) members present and voting shall consti <br />tute a quorum any meeting of the Coomiission. <br />b. <br />c. <br />d. <br />e. <br />f. <br />3. Motions <br />a. <br />c. <br />A majority oi Commission members present and voting shall <br />decide all questions excepting extra requirements for amending <br />the Rules, suspending the Rules, and regulations superseding <br />the Rules. <br />A roll call vote shall be takf <br />question. The members shall t <br />last. <br />en there is division on any <br />.lied witn che Cnair voting <br />Every member shall vote for or against the motions before the <br />Commission, unless the Commission shall excuse him/her or <br />unless he/she is immediately in the question, in which case the <br />member shall not vote. <br />When a member declines to vote on a motion, he/she shall be <br />required to give his/her reasons. The Chair then will put the <br />question to the i mmission, "Shall the member, for the reasons <br />given by him/her be excused from voting?" which shall be <br />decided without debate. <br />The order of voting on the previous question shall be in <br />reverse orde»' of receiving the amendments and then upon the <br />main question.. <br />No motion shall be debated until there is a second to the <br />motion. <br />b. No motion shall be debated until that moL’ n is restated by the <br />Chair or upon the direction of the Chair restated by tiie <br />recording Secretary from his/her notes. <br />A motion to adjourn shall always be in order except during roll <br />call. When a motion to adjourn is made, it shall be in order <br />for th» Chair to permit any member to state any fact to the <br />Commission relative to the condition or amount of business <br />before the Commission which would seem to render it improoer to <br />adjourn at that time. Such statement, however, shall not be <br />debatable and shall not in any case, occupy more than two (2) <br />minutes.
