'xlie Coimission sh£tll adopt such otner . rules for the trans­ <br />action of business as it deems necessary and shall keep a record of <br />its resolutions, transactions and findings, whicn record shall be <br />a public record, un or before January 1 of each yecu: the Coimission <br />shall subndt to the Village Council a report of its work during the <br />preceding year. Expenditures of the Corinission shall be within <br />amounts appztspriated for the purpose by the Village Council. <br />Preparation of Conprehensi\^ Village Plan. It shall be the function and <br />duty of the Planning Caimission to pr^:are and adopt a oonprenensive Village <br />plan for the pi^sical, eooncmic and social develc|xnent of the Village. <br />Such plan may adrirpsa itself to such subjects as proposed public buildings, <br />public utility services, all foms of recreational facilities and other <br />natters relating to the development of the Village.
