2024 Hennepin County All -Jurisdiction Hazard Mitigation Plan <br />Volume 2 — Hazard Inventory <br />Construction wall blown down. Brown's Lake, shed destroyed. Several other homes and <br />businesses sustained damage from trees. <br />• Kenosha Co: 16-year-old boy electrocuted in Bristol as he tried to escape after a wind gust <br />toppled a live electrical line on his car. Near Salem on Hwy 50, small car partially airborne by <br />wind gusts and blown into ditch. Semi -truck was flipped over on 1-94. <br />• Brown Co: Kaukauna, several dozen homes evacuated when top of water tower holding <br />225,000 gallons blew off. Green Bay, Interstate 43 Tower Bridge closed because of multiple <br />semi blow-overs. <br />The record -breaking extra -tropical cyclone October 25-27, 2010 <br />This system brought a widespread severe weather event and serial derecho to the lower -Midwest, <br />followed by a massive, 2-day non -convective high wind event that stretched from the Dakotas <br />and Nebraska to Michigan. The sea -level pressure of 955.2 millibars at Bigfork, MN shattered the <br />previous state record set by the November 10, 1998, storm system. The reading at Bigfork is also <br />the lowest on record anywhere in the Central US and is a mere 0.2 millibars from the record for <br />contiguous US. <br />Despite the extraordinarily low pressure, the enormous area occupied by non -convective high <br />winds, and the unusually long duration, this event lacked the wind severity of those in 1949 and <br />1998. 60 mph gusts were observed at most stations in the storm's 8-state footprint, but not a <br />single station recorded an 80-mph gust. The winds produced nearly 500,000 power outages (at <br />one point or another), toppled thousands of trees and power lines, but produced fewer casualties <br />(2 fatalities and 8 injuries), and less property and infrastructural damage than the other systems. <br />This result is not well understood, because wind speed and impacts tend to be highly and strongly <br />correlated with the strength of the cyclone, as represented by its lowest sea -level pressure. It is <br />possible that this event, for a currently unknown reason, failed to produce or incorporate the <br />dynamical and mesoscale features that typically produce extreme winds in high -intensity <br />systems. <br />196 <br />
