Critical Values and Thresholds <br />Depending on where you live in the state, there are different critical values that related to the advisories, <br />watches, and warnings listed above. The critical wind chill values for Hennepin County are -25°F and -35°F. <br />It is at -250F that exposed skin can start to see frostbite in 30 minutes of being outside. At -35°F, it can <br />take only 10 minutes for exposed skin to be susceptible to frostbite. <br />4.3.10.12. Mitigation <br />Education and Awareness Programs <br />• Educating the public regarding the dangers of extreme cold and steps they can take to protect <br />themselves when extreme cold occurs. <br />• Organize outreach to vulnerable populations, including establishing and promoting accessible <br />heating centers in the community. <br />• Encourage utility companies to offer special arrangements for paying heating bills. <br />• Educate homeowners and builders on how to protect their pipes including locating water pipes <br />on the inside of building insulation or keeping them out of attics, crawl spaces, and vulnerable <br />outside walls. <br />• Informing homeowners that letting a faucet drip during extreme cold weather can prevent the <br />buildup of excessive pressure in the pipeline and avoid bursting. <br />4.3.10.13. Recovery <br />Depending on the consequences that occurred during the extreme cold event, recovery can be short or <br />long. Recovery time from frostbite depends on the extent of tissue that was affected. It can take <br />sometimes up to three months to determine the extent of the damage. When it comes to recovery from <br />deep frost depth, it can take months to years to recover from consequences of broken water mains or <br />broken roadways, or crop yield. <br />166 <br />
