2024 Hennepin County All -Jurisdiction Hazard Mitigation Plan <br />Volume 2 — Hazard Inventory <br />DISASTER DECLARATION HISTORY AND RECENT TRENDS <br />2.1. Disaster Declaration History <br />One method to identify hazards based upon past occurrence is to look at what events triggered federal <br />and/or state Disaster Declarations in Hennepin County. Disaster Declarations are granted when the <br />severity and magnitude of the events impact surpass the ability of the local government to respond and <br />recover. Disaster assistance is supplemental and sequential. When the local government's capacity has <br />been surpassed, a state disaster declaration may be issued, allowing for the provision of state assistance. <br />If the disaster is severe enough that both the local and state government's capacity is exceeded, a Federal <br />Declaration may be issued, allowing for the provision of Federal disaster assistance. <br />It is important to note that the Federal government may issue a Disaster Declaration through the U.S. <br />Department of Agriculture (USDA) and/or the Small Business Administration (SBA), as well as through <br />FEMA. The quantity and types of damages are the determining factors. Listed below in TABLE 2.1A are <br />the previous Disaster Declarations that are of concern to Hennepin County.
