'Zoning File #1609 <br />March 5( 1991 <br />Page 5 <br />Applicant proposes the removal of all landscape areas <br />underlain with plastic to compensate for structural <br />improvements requested. The following are non- <br />structural and structural improvements existing and <br />proposed within the 75-250* setback area. <br />Existing Structural • 2#507 s.f. or 14.9% <br />Proposed Structural ■ 2,806.2 s.f. or 16.7% <br />Existing Non-structural ■ 2,694.2 s.f. or 16.1% <br />Proposed Non-structural ■ 2,318 s.f. or 13.8% <br />The 4'x48* spaced wooden deck will be approximately 6-7>i* <br />above existing grade. The 4* eaves along the roof line above this <br />catwalk averages 1S'-16* above existing grade. <br />Please review Exhibit L, applicant has asked for special <br />consideration concerning the penalty fees associated with <br />variance application and building permit as applicant is <br />attesg>ting to remedy problems created by bankrupt contractor who <br />failed to obtain necessary permits. <br />The enclosed approval resolution has been drafted approving <br />the after-the-fact variance application as recommended by the <br />entire Planning Ccsunission. <br />Options of Action Regarding the Catwalk for Proposed Portion of <br />Varianoe Application - <br />A. Planning Coemission recommendation - installation of access <br />stairs from the second story. Hardcover to remain at <br />existing percentage at 5,201.2 s.f. or 31.7%. Increase of <br />104 s.f. of structural hardcover (plus hardcover created <br />with stair structure). This will require the removal of <br />1044* s.f. of existing non-structural landscape area; or <br />B. Per applicant's request - approval of 4'x48* catwalk <br />resulting in a total of 299.2 s.f. of structural hardcover <br />and the removal of 376.2 s.f. of landscape area underlain <br />with plastic resulting in proposed hardcover of 5,124.2 s.f. <br />or 30.6%. This would be consistent with current <br />considerations of the Council to require removal of land <br />scape areas underlain with plastic where excessive amounts <br />of hardcover exist. Applicant's addendum notes the <br />following hardships: <br />i. Catwalk is needed for emergency exit needs from <br />second story. <br />ii. Drainage from roof area is directed via gutters to <br />grassed area of yard.
