LMCD/Draft Letter on Corap Plan <br />C. Weekly New# Article 1/31/91 <br />ISSUE • Update Council on the following issues: <br />A. Status of LMCD's plan <br />B. Attorney's opinion regarding: <br />a. ) Length of term <br />b. ) Authority of City related to shoreland <br />regulations <br />INTRODUCTION - As noted in Artachraent A, LMCD authorized their <br />Chairman to request a 90 day extension for review of their plan <br />to Metropolitan Council contingent upon their receiving <br />meditation assistance from Metro Council. Which they, Metro <br />Council had offered. To date we have received no further <br />information from LMCD as to when they would like to sit down to <br />further discuss modifications to their proposal with either Orono <br />as an individual city, with the cities in opposition or with all <br />the cities around the lake. As noted in Attachment C LMCD <br />apparently holds little hope of resolving issues with Orono. <br />DISCUSSION - At the Council's January 28, 1991 meeting Council <br />further outlined two issues that they would like to have the City <br />Attorney explore which are: <br />A. The term of appointment for LMCD representatives. <br />B. Approval authority the cities have in relation to <br />shoreland regulations. <br />Be is currently conducting the research. <br />ALTERNATIVES - <br />1. Accept the information <br />2. Request additional information. <br />3. Table for further consideration. <br />RECOMMENDATION - Pending determination of the structure for <br />eonsideration of the plan by the LMCD it is requested the item be <br />tabled until at least the Council's Febraury 28, 1991 Council <br />meeting • <br />PROPOSED MEETING - Moved by __, seconded by , Coun<-*.l table <br />further discussion of this item until its F^ruary 25, 1991 <br />Council meeting.
