The intent of this memo is <br />merely to discuss our hardcover standardsr leaving enforcement <br />procedures for a later discussion. <br />Three Baelc Issoes - <br />Staff would request that Planning Commission consider three <br />basic hardcover policy issues: <br />1. Should we revise hardcover policy to allow porous <br />' landscaping materials over permeable geotechnical fabric as <br />a non-hardcover landscaping method? <br />2* Should we revise the basic method of cal '^ting <br />hardcover to allow a specific percentage of the tocal lot <br />areSr rather tnan dividing the lot into incremental zones? <br />3. If so* what 'percent is appropriate? To answer this <br />questionf determine whether the City's goal should be: <br />A) To maintain a restrictive hardcover standard while <br />simplifying the calculation procedure? <br />B) To relax ci\e standards to reduce the number of <br />hardcover variance requests?
