This action initiated the Urban Hennepin County <br />CDBG Program for the first year and provided the basis for <br />participation In each year that followed. <br />Through the first 15 years, the program has grown to comprise 45 <br />communities including Hennepin County. The combined population of <br />the communities constituting Urban Hennepin County for Year XV <br />exceeds 500,000. <br />The annual entitlement peaked in year VI11980) at $4,379,000. A <br />special appropriation of $ 1,05 1,000 from the Jobs Bill of 1983 boosted <br />the year IX grant to $4,803,000, but the added funds were <br />programmed separately from the annual entitlement. The least <br />amount, $738,000. was received the first year. The entitlement has <br />leveled off at approximately $2,600,000 since Year XII11986). <br />Figure I {see page 3) traces the award of the annual grant by <br />community.
