r-fi <br />d. Meetings. The Coiranission shall meet at such times and <br />places as it shall deem appropriate but at least once every <br />twelve months. All meetings shall be open to the public. <br />e. Voting Reguirements. All actions of the Commission <br />shall require a simple majority of the commissioners present and <br />voting. A majority of the commissioners shall constitute a <br />quorum. <br />3. POWERS. The Commission shall establish and oversee the <br />operation of the Program. The Commission shall have the <br />authority to: <br />(a) enter into contracts in accordance with Minnesota <br />statutes section 471.345, subd. 5, as may be necessary <br />to accomplish its purpose; <br />(b) hire, on an independent contractor basis, such persons <br />as are necessary to operate the Program, including, but <br />not limited to a Program Coordinator; <br />(c) lease a site for a central collection facility; and <br />id) apply for and administer grant monies as necessary to <br />fund the Program. <br />In no event shall the Commission incur obligations in excess of <br />its funding as provide'’ In paragraph 4. <br />FUNDING. Funding for the operation fo the Program shall come <br />from grant monies, Hennepin County, funds from any sale of <br />recyclable materials, and city contributions. The cities agree <br />to the following formula for funding in 1990: <br />$163.00 plus $ .75 per household <br />Greenfield. . . . . . . . . . .$ 523.00 <br />Independence. . . . . . . . . . 8 35.00 <br />Long LaKe. . . . . . . . . . . . 736.75 <br />Loretto. . . . . . . 269.50 <br />Maple Plain. . . . . . . . . . 653.50 <br />Medina. . . . . . . . . . . . . . 892.00 <br />Orono. . . . . . . . . . . . . . 2,134.00 <br />Each Participant shall contribute 10% of its share by January 30, <br />1991, thereafter up to 22.5% will be contributed quarterly as <br />needed. <br />Each Participant agrees to contribute to the Commission any funds <br />It receives from any source for projects or programs Involving <br />recyclable materials. In addition, the Participants may, but are <br />not obligated to contribute additional funds to the Commission <br />for the operation of the Program. <br />-2-
