Tot <br />Mt <br />Mayor Peterson & Orono Council Member <br />Mark E, Bernhardson, City Administrato' <br />January 22, 1991 <br />Subject: Police Chief Selection <br />ATTACHMENT - <br />A - Police Chief Selection Memo dated 12/21/90 <br />ISSUE - Presentation to the Council of information related to a <br />police chief selection. <br />INTRODUCTION - The Council at its January 14, 1991 meeting was <br />presented with Attachment A and requested to outline the level of <br />involvement they would like by various parties. At that meeting, <br />it was indicated that a request for proposal could be put <br />together with options regarding level of involvement of an <br />outside consultant once the input from Council was received. <br />DISCUSSION - <br />Subsequent to that meeting, the following local venders of <br />police recruitment services were identified: <br />Sathe and Associates <br />Public Management Consultants <br />Labor Relations Associates <br />Once prepared, a request for proposal would be a <br />consolidation of the ideas for level of involvement of the <br />various parties in the selection process. The purpose of the <br />of proposal will be to determine how much cost is <br />involved and given the options, allow the Council to select what <br />level of involvement they would like. A selection would not only <br />be based on price, but also on the service and expertise provided <br />by the individuals. There is no requirement that Council <br />undertake a "low bid" approach should they chose to do otherwise. <br />At the last meeting, there was also discussion regarding <br />identifying areas for organizational development. It is <br />anticipated that the issue identification and applicant criteria <br />could be done to determine areas for this. As such, an outside <br />firm could serve a dual role for the City in a positive vein.
