As <br />Nr. Puller's letter advises, he has discussed the proposed <br />partial vacation of Kelly Avenue with the adjacent landowner to <br />the west. Mr. Keavney has voiced concern .^ith the vacation of <br />Kelly Avenue at the northern end because of his needs to provide <br />vehicular access to the southern portion of his property. <br />Staff's inspection of the existing roadway found the topography <br />restrictive and questioned the installation of a cul-de-sac <br />adjacent to property boundaries. The appropriate place for a <br />cul-de-sac may be further south and may not just involve the <br />Super Valu and Keavney properties. A cul-de-sac at the north end <br />of Kelly was never proposed because of the existing commercial <br />uses and vehicular accesses to sites. Members may wish to review <br />Exhibit L of the previous November packet. The planner suggested <br />a realignment of and the creation of a new road with the Navarre <br />redevelopment plans. Access to the southern portions of the <br />Keavney property were to be achieved via a new east/west road to <br />connect with Shoreline Drive further west.
