MINUTES OP THE SPECIAL ORONO COUNCIL MEETING rpo < - <br />HELD JANUARY 7, 1991 1 1 1991 <br />A special Orono Council meeting was convened at <br />Mayor-elect Barbara Peterson. Present at the roll call were <br />Mayor-elect Barbara Peterson, Council member-elect Diann Goetten, <br />Council member-elect Gabriel Jabbour, and Council member Edward <br />Callahan. Following roll call the members-elect were sworn in by <br />Dorothy Hallin, City Clerk. <br />Following the swearing in. Mayor Peterson indicated the <br />meeting was to solicit ideas that each of the Council member may <br />have regarding the upcoming year and that this meeting presented <br />an opportunity to discuss those ideas with other Council members <br />and staff. <br />Information to the Community - Several indicated an interest <br />in a regular news letter to be transmitted either on a monthly or <br />quarterly basis to the Community together with a continuation of <br />the Mayor article format in the newspaper. Additionally <br />discussed as a means communicate with the Cwumunity were the <br />possibility of town meetings to address major issues. Suggested <br />as an addendum through the news letter and Mayor's article were <br />discussions of certain problematic ordinances together with <br />explanation of services to assist individuals in the Community <br />particularly new ones. <br />Facilities - Discussion of this iss*i-« focused on an upcoming <br />workshop, probably in March, together wi^.i determining the level <br />of Interest that facility committee members may have once the <br />scope of their continued work could be defined at that workshop. <br />Additional issues related to that were discussed included <br />financing, referendum, space size, bonds and the upcoming option. <br />It was pointed out that there was a definite need as this issue <br />goes forward that this information be accurately portrayed in <br />context for both analysis purposes and presentation to the <br />public. <br />Highway 12 Corridor Study - Council generally discussed the <br />issue including the various solutions or corridors that have been <br />presented together with the impact of a "no-build" alternative. <br />Additionally discussed were the roles of each of the committees <br />and the need for a charge particularly for the Citizens' <br />Committee members. <br />Consultant/Staff - The roles of City attorney and City <br />engineer were discussed and it was requested to relate to those <br />individuals of the desire on the part of the Council members for <br />more input when they (i.e. attorney and engineer) feel it <br />appropriate to speak. They add'tionally requested that while <br />they are the decisions makers, they are not always the experts <br />and requested that the information be presented in lay terms in <br />order to best understand the issues and choices in front of the <br />Council.
