I am most concerned with the financial liability, or <br />lack thereof, in the Navarre and Long Lake area, as we look <br />ahead. We need to consider whether the commercial tax base each <br />has will allow them to be seif sufficient, or if Orono will have <br />to be prepared to take them over.” <br />Long Term Organizational Planning: "If you are referring to <br />the Council Organization, I believe that snouid be viewed in a <br />broader light. Tne Council must work wit. the Planning <br />Commission and School Board. My own feeling is that many of the <br />issues with which the Council deals, could be delegated and <br />perhaps decided by those other bodies, including the City <br />Administrator. I believe that job deserves more authority to <br />decide issues, rather than bringing many of them to the Council." <br />Council/Planning Commission Responsibilities & Relationship; <br />"It is essential to those better defined, at least in the eyes of <br />the members, but more so to the residents of the Community. It <br />is important that the citizens know what the role and <br />responsibility of each body is." <br />Mayor Peterson asked Mr. Snull what issues ha believed <br />should be decided by the City Auministrator, rather than Council. <br />Mr. Snull replied, "I think the City Administrator could <br />deal with decision issues, such as roads, facilities, investment <br />decisions that are within the long range p’an guidelines." <br />Goetten noted that Mr. Shull had attended the mo.st recent <br />Highway 12 meeting and asked if he had any opportunity to attend <br />any other Highway 12 or other City meetings. <br />Mr. Shull replied, "I have been attending the Highway 12 <br />meetings for several months now. I believe we need to get a <br />better understanding of how MNDOT’s decision .making process <br />works." <br />Jabbour asked Mr. Shull what he would recommend the City <br />could do to gain better knowledge of that process. <br />Mr. Shull replied, "I bf^lieve that it up to the Council and <br />City officials to do whatever they can to determine whether this <br />is a decision that MNDOT or the affected communities will make." <br />Jabbour asked Mr. Shull if his business and family schedule <br />would permit him to allocate the time needed to serve as a <br />Councilmember. <br />Mr. Shull replied, "I believe that L will have sufficient <br />time to dedicate to the Council." <br />- 7 -
