icei ORONO COUNCIL MEETING HELD JANUARY 14, 1991 <br />maT <br />LEE ERGER ^COGNITION CONTINUED <br />l^ated appreciated the cooperation that existed between <br />the City Council and Park Commission, and was hopeful it would <br />continue. He said, "We do have an active and talented Park <br />Commission. There are two things that need the City Council's <br />continued attention. One is that the City desperately needs a <br />sports complex. Any cooperation between the City and School <br />District should be pursued. The second item is the bike trail. <br />I believe that easements should be obtained from new oevelopments <br />c :curring within the City to facilitate completion of the trail. <br />I will miss being a part of the Park Commission, but feel <br />that I have served long enough." <br />APPROVAL OF MINUTES* <br />It was moved by Callahan, seconded by Goetten, to approve <br />the minutes of the* Regular Council Meeting held December 10, <br />1990. Motion, Ayes-4, Nays-0. Motion passed. <br />It was moved by Callahan, seconded by Goetten, to approve <br />the minutes of the December 13, 1990 Budget Meeting. Motion, <br />Ayes-4. Nays-0. Motion passed. <br />PUBLIC COMMENTS: <br />Phyllis O'Malley, 2740 Kelly Avenue, wished the Council and <br />Mayor well. She hoped that the problems and issues facing the <br />City could be resolved with the citizens best interest in mind. <br />ZONING ADMINISTRATOR'S REPORT: <br />#1334 REBERS CONSTRUCTION-SUGARWOODS PLAT <br />PROPOSED AMENDMENT TO PRD <br />RESOLUTION #2917 <br />Mr. Sid Rebers and Stephen Pflaum were present. <br />CounciImember Callahan had asked that this item be removed <br />from the Consent Agenda. He stated that though the consensus of <br />the Council had previously been given, he regarded this as an <br />improper method of governing the City. He said, "I think the <br />proposed resolution is an example of the Planning Commission <br />having decided to insert itself in a situation it would have been <br />well advised, and was in fact well advised, not to do. I think <br />it is imposing upon the citizens of the City by the manner in <br />which this resolution is being adopted. I also think this is <br />usurping the activities of the City Staff." <br />Councilmember Goetten stated that Council may need to <br />provide some guidelines and revise the established duties of the <br />Planning Commission. <br />Mayor Peterson concurred with Goetten. She stated that she <br />was aware of Councilmember Callahan's position regarding this <br />- 2 -
