use. There was no Metro staff report prepared for this meeting. <br />It was tabled to their January 22nd meeting at which time a Metro <br />staff representative will be present. Staff will monitor the <br />progress and expects to attend that meeting. <br />LEGISLATIVE - Present at the January 8th "cities meeting" meeting <br />were Senator Gen Olson and Representative Steve Smith. Senator <br />Olson indicated she was generally opposed to supporting an <br />independent taxing authority for a non-elected body. Both <br />Legislators requested that they be kept apprised of developments. <br />While LMCD had previously indicated not going forward with <br />statutory proposals for 2-3 years» there was some indication that <br />there may be some interest in 1991. Changes in the Governor and <br />DNR Commissioner may present some new opportunities. <br />Issue 12 - As noted in Attachment A the City has been working to <br />determine its appropriate direction once the matter as to what <br />LMCD would do has been settled. It appears appropriate to <br />continue separately and as such Attachment 3 represents a <br />possible work plan for developing this. <br />In the shoreland regulations the City can take one of two tacts. <br />These are as follows: <br />A. Amending the Zoning Districts - This tact would have <br />the City specifically changing its zoning districts as <br />to boundaries around Lake f!innetonka and Long Lake if <br />not all of those go back 1,000 feet from the lake and <br />additionally establishing such lake use districts <br />around each of the other lakes, where they currently <br />did not exist. In addition each of the districts would <br />have regulations pertinent to it. Because of the <br />substantial nature of these district realignments and <br />individual notice together with the boundary changes <br />this approach may prove very burdensome and raise <br />substantial opposition based on if nothing else the <br />fear of the unknown than if an alternat'. route were <br />chosen. <br />B. Lake Use Overlay District - This would be se^, up as <br />either an overlay district similar to the City ’s <br />wetland flood plain ordinance and would apply to all <br />zoning districts 1,000 feet back and would take from <br />each of the zoning districts the features appropriate <br />for the overlay district with differences being by the <br />classification of the lake and/or other water bodies, <br />such as Lovg Lake Creek. (An alternative to this <br />approach thut would accomplish a similar result would <br />be as a part of all applicable zoning districts that <br />fall within 1000 feet.) These zoning changes would <br />only necessitate general consideration and would not be <br />property specific as option #A.
