L.M.C.D. Comprehensive Plan - Shoreland Regulations January 22, 1991 <br />Page 2 of 3 <br />Subsequent to the meeting, Metre Council's legal 'f was unsure <br />that such a disposition was possible. As sue*. 'lis may be <br />again reviewed at the Comr.:^tee's Tuesday, Febr ja 5, 1991 <br />meeting. At the LMCD's January 23, 1991 meeting they decided <br />that instead of grantin'"! Metro Council the requested 2 week <br />extension, that they request a »0 day suspension on the matter at <br />Metro Council subject to a Metro Council person to assist the <br />resolution process. <br />This may however not mean that the only "action” on this <br />plan 'ill be discussions between LVCD and the cities. There has <br />been legislative interest in thin plan and selected Legislators <br />may attempt to introduce legir-laT^on relative to Lake Minnetonka <br />based in part on this plan or thei own agendas. Reasons for <br />further work between LMCD and ‘ho cities include not only the <br />disagreement between communities related to the plan, but also <br />the changing political context vith a new Metro Council Chair <br />together with anticipated chance in a half of Metro Council <br />members in the next 6 months. Additionally, changes in the <br />gubernatorial office together with the Commissioner of Natural <br />Resources and shift of a DNR staff member to a new position in <br />the soil and water resources may have an impact as to the DNR's <br />position and/or approach related to shoreland. <br />Shoreland Regulations - Staff continues to work on a draft <br />of Shoreland Regulations including issues specifically related to <br />marinas and what changes the City desires co undertake regarding <br />their future control. Discussion of these directives would be <br />helpful in the upcoming session(s) with Council and Planning <br />Commission on the Shoreland Regulations. In the meantime staff <br />is assembling for transmittal to LMCD the City concerns related <br />to each marina, particularly as to dock exter • ns. It will <br />request LMCD »-espond in their licensing process these issues. <br />ALTERNATIVES - <br />1. Accept the information. <br />2. Direct Council and staff members regarding further wor with <br />the LMCD. <br />3. Table. <br />4. Take no action.
