Meeting Procedure <br />City Council meetings are the forum for the City Council to conduct <br />the city’s business. The mayor is the presiding officer and responsible <br />for the orderly conduct of the meeting. <br />•Call to Order: The mayor officially opens the meeting, signaling <br />the beginning of business. The mayor establishes a quorum, <br />members are present to conduct official business. <br />•Approval of Agenda and the Consent Agenda: Council members <br />vote to approve the agenda for the meeting and approve in one <br />motion those items on the consent agenda. <br />•Regular Agenda Items: Introduction and discussion of new items <br />for council consideration.Council members vote on resolutions, <br />ordinances, and other motions as appropriate. <br />•Reports by Staff: Staff members provide reports or updates on <br />relevant matters. <br />•Public Comments: Time for the public to address the council. <br />•Reports by Council: Council provides reports or updates on <br />relevant matters. <br />•Adjournment: The presiding officer officially closes the meeting, <br />indicating the end of business. <br />Public Participation in Meetings <br />City Council meetings are open to the public pursuant to the <br />Minnesota Open Meeting Law. Comments from the public are <br />appropriate during public hearings and during public comment <br />periods or on specific agenda items if requested by the mayor. <br />Request of the Mayor: The Mayor may request members of the <br />public to participate in further discussion on agenda items and will <br />call on you. <br />Public Comment allows members of the public to address the <br />council on any topic. The mayor will start with residents and then <br />proceed to non-residents. Please raise your hand and the mayor <br />will call you to the podium and request you state your name and <br />address for the record. Your remarks will be limited to 3 minutes <br />but you may always follow up after a meeting with any member of <br />council or staff. The role of the council is to listen only. It is not a <br />designated forum for dialogue. It is the role of the Mayor to ensure <br />time limits are adhered to. <br />Meeting Decorum <br />All who attend the meeting are asked to observe the following <br />guidelines to ensure business meetings are orderly and productive <br />for everyone. <br />Respectful Conduct: Participants are expected to treat each <br />other with respect and courtesy <br />Listening Attentively: Attendees should listen attentively to <br />speakers without interruption. Please silence electronics. <br />Addressing the Chair: Speakers should address their comments <br />to the Mayor and avoid engaging in side conversations that may <br />distract from the proceedings. <br />No Personal Attacks: Criticism of ideas is acceptable, but attacks <br />against individuals are not tolerated. It is the role of the mayor to <br />ensure respectful behavior. <br />Orderly Conduct: Attendees are expected to maintain order and <br />refrain from disruptive behavior, such as shouting, heckling, or <br />making excessive noise. <br />Following Agenda: Participants should adhere to the agenda and <br />refrain from introducing unrelated topics during the meeting. <br />Respect for Time: Speakers should be mindful of time, limit their <br />remarks to allow sufficient opportunity for others to speak. It is the <br />role of the mayor to enforce the time. <br />* Disruptive conduct that interrupts, delays, or disturbs the peace and good order <br />of the proceedings of the council is grounds for ejection. The Mayor has the power <br />to remove a member of the public at any time during a meeting if the person is <br />disrupting the meeting from carrying <br />Public Hearings: Holding formal hearings to gather public input on <br />specific issues or proposed policies, with opportunities for public <br />testimony and discussion. Land use related public hearings are held <br />by the Planning Commission the 3rd Monday of the month. <br />Advance Written Communication: Interested individuals should <br />send comments in advance allowing for comments to be added to the <br />packets.
