License Required. It is unlawful for any <br />person to engage or participate in business use or joint use <br />without first having obtained ^ annual license therefor from the <br />City. <br />Subd. 3. Pubiie Hearingr L^pon fiiing of any application <br />for license the eouncil may call a hearing upon such notice as it <br />may deem apprepriater Providedr that no such hearing shall be <br />mandateryr but wholly within the discretion of the eouncilr <br />License Application.
