Box 66 <br />Ctystai Bay, MN 55323 <br />Re: #1764 Austin Evans Subdivision <br />File No. 139-1764 <br />Dear Mike: <br />We have reviewed the proposed subdivision of Lot 1, Block 1, Bayside Land '<g addition on the <br />Austin Evans property, located along the north side of Bayside Road (Co. Rd. No. 84). Subsequent <br />to our site inspection, there are several engineering issues that should be noted. <br />The buildable property is located on the fringe of a large Type 2 wetland, or "Inland Fresh Meadow”. <br />This type of wetland usually has some standing water in the spring, but rarely in the summer except <br />following heavy rains. The wetland is regulated by the U.S. Army Corps of Engineers (COE) and <br />falls under the Wetland Conservation Act of 1991. This area is also located within the floodplain <br />of Lake Minnetonka (HWL 931.5). Minnehaha Creek Watershed, COE, and Wetland Conservation <br />A ct permits will be required if any fill is to be placed within the floodplain and wetland. <br />The driveway locations should be determined at this time. The Hennepin County Public Works <br />Department should review these locations as an access permit will eventually be required. The <br />locations will be subject to poor vehicle sight distance due to the vertical and horizontal curvature <br />of Bayside Road. <br />Sanitary sewer is proposed to be constructed within the next month to serve this property and one <br />adjacent lot to the north and west. The sewer manhole and a stub outside of foyside Road are <br />alreatfy constructed. The stub is located at the existing gravel driveway that runs through Lot 1. A <br />twenty foot wide utility easement and a fifty foot wide construction easement should be provided <br />along the center of the existing driveway, extending to the north property line. Lot 1 will be serviced <br />off this lateral line. Lot 2 can be serviced off of the trunk line located along the north side of <br />Bayside Road. <br />The existing 24 inch culvert should be shown on the site plan and the 930 contour should be <br />continued.
