LAKE MINNETONKA CONSERVATION DISTRICT <br />PUBLIC HEARING <br />PROPOSED ORDINANCE PROHIBITING <br />THE USE OF <br />NON-ENCASED MOLDED POLYSTYRENE <br />EXPANDABLE BEAD PLASTIC FOAM <br />Wednesday, October 28, 1992 <br />7:00 PM Tonka Bay City Hall <br />Non-encased plastic foam has been used as a flotation device <br />for a few multiple docks on Lake Minnetonka. In response to <br />a problem with littering from foam fragmentation at certain <br />multiple docks, the City of Orono adopted an ordinance <br />prohibiting the use of non-encased "styrofoam as a dock <br />* flotation device. <br />The Water Structures committee recommended adopting a similar <br />ordinance to prohibit the use of non-encased plastic foam on <br />floating structures lakewide. There was discussion that <br />Orono’s ordinance allowed too short a period o ® <br />change the docks, creating a hardship for the . <br />It was decided to hold a public hearing prior to adoption of <br />a similar ordinance. <br />At present, staff is aware <>* = ' ° 'hey arenon-encased plastic foam in their floating docks. They are <br />Lakeside Marina in Maxwell Bay, Minnetonka Boat <br />on Tanager Lake and Browns Bay, and Windward Marina on Browns <br />Bay and Tanager Lake. Lakeside has Boat <br />fragmentation of the foam due to ice damage. Minnetonka Boat <br />Horkr«pe“ienced fragn.entation and breakage <br />both Tanager Lake and Browns Bay due Jhelr <br />animals. Windward Marina has not had problems with their <br />floating docks, which have been in place for approximately <br />years. <br />Jim Rivers, Windward Marine, called in response to the <br />proposH o;dinance.
