Date: April 22, 2024 Item: 11 <br />Presenter: Adam Edwards, City Administrator / Engineer <br />Section: Consent Agenda <br /> <br />Title: Cooperative Agreement with Three Rivers Park District for the Dakota Luce <br />Line Trail Connector Project <br /> <br /> <br />1.Purpose: <br />The purpose of the council action is to approve a cooperative agreement for the Dakota Rail to <br />Luce Line Trail Connector project. <br />2.Background: <br />In 2022 Three Rivers Park District (TRPD) completed their master planning process for future <br />development of a new north-south regional trail through the western portion of Hennepin County. <br />Identified as the Diamond Lake Regional Trail (DLRT), the planning process for this 21-mile long <br />corridor began in January of 2020. The City of Orono participated in that effort culminating in a <br />resolution of support in June of 2022. The master plan identified a future trail improvement from <br />the Dakota trail in Wayzata entering Orono along the east side of Ferndale Road N. from the Hwy <br />12 Bridge and extending to the to the Luce Line trail intersection. This segment is known as the <br />Dakota Rail - Luce Line Connector. TRPD is requesting the City enter into a cooperative <br />agreement (Exhibit A) for the construction of this trail segment as the future trail will be within the <br />City's Ferndale road right of way. <br />3.Staff Recommendation: <br />Staff including the city attorney's office have reviewed the cooperative agreement and recommend <br />approval. <br />AGENDA ITEM <br /> <br /> <br /> <br /> <br /> <br />COUNCIL ACTION REQUESTED <br />Approval of the Dakota Rail - Luce Line Connector Regional Trail Cooperative Agreement withe Three <br />River Park District. <br />Exhibits <br />A.
