The City <br />has forty-five days in which to respond. <br />Navarre Coma^rcial Zone Hardcover <br />You will note that a number of cities are proposing to grant excess <br />hardcover allowances in their commercial zones via a "Shoreland Impact <br />Plan/Condltlonal Use Permit rather than through a variance process <br />which would be necessary under Orono's adopted Shoreland Ordinance. <br />Prior to the Shoreland Ordinance, Orono's B-1, B-3, B-4, and B-5 zones <br />were not subject to hardcover regulations. <br />The acreage and approximate impervious surface percentages of these <br />zones in Navarre are shown in the table below. Commercial areas <br />(including the B-2 zones) constitute approximately 1% of Orono's area <br />that is subject to Shoreland Ordinances. The remaining 99% is zoned <br />Single Family Residential. Council may wish to consider whether use <br />of a Shoreland Impact Plan/CUP would be more appropriate for <br />commercial shoreland development than the variance process, only from <br />the standpoint that DNR may object to the hardcover variances we <br />likely will have to grant as Navarre redevelops.
