Following discussion, <br />it was moved by Manager LaBounty, seconded by Manager Maple to <br />approve the application and issue the permit upon receipt by the <br />engineer of documentation of shoreline erosion that had occurred <br />within the past five years. Upon vote, the motion carried <br />unanimously. <br />Approval of Additional Permit Applications <br />It was moved by Manager Love, seconded by Manager Lindley, to <br />approve without discussion the following permit applications, <br />based upon staff recommendation, as detailed in Engineer's <br />report: 92-52. City of Qrono: 92-143 Wade Holasek: 92-144. Rav D. <br />Johnson; 92-146, Edward H. Ring and 92-151. Elian Dehaven. Upon <br />vote, the motion carried. <br />Hearing of Additional Permit Applications <br />92-147, Deb and Bruce Kenadv — Shoreline/bank improvement <br />involving the recons*vaction of 50 feet of existing boulder rio <br />rap along Cooks Bav. Lake Minnetonka. <br />Based upon request of the applicant, it was moved by Manager <br />Erickson, seconded by Manager LaBounty, to remove the application <br />from the tabic for a five minute discussion. Upon vote the <br />motion carried by a vote of 4 to 2, with Manager Lindley and <br />President Spensley voting against the motion. <br />Ms. Deb Kenady was present in support of the application. <br />Mr. Panzer stated that the application was incomplete due to the <br />'.'ontractor providing insufficient detoil to Illustrate the <br />project. Ms. Kenady stated that she is anxious to comply with <br />Engineer's request fer additional exhibits because her neighbor is <br />currently landscaping their property, and she is concerned that it <br />will be difficult to access her property once the landscaping is <br />in place. Mr. Panzer offered to advise Ms. Kenady*s contractor on <br />the necessary exhibit detail required by District Rules. Manager <br />Love noted that this case was a good example of why shoreline <br />improvement contractors should be licensed by the District. <br />Following discussion, it was moved by Manager Love, secondedi <br />by Erickson, to approve the application and issue the permit, <br />based upon staff review and approval of all submitted exhibits. <br />Upon vote, the motion carried by a vote of 5 to 1, with Manager <br />Lindley voting against the motion. <br />-10- <br />mm
